Development of management systems includes much more than documenting a tier 1, 2, or 3 structure (which typically addresses administrative requirements); numerous external factors have to be considered. Some of these factors include, but are not limited to:

- Industry specific requirements such as: ASME, ASNT, MSS, NACE
